Job Description:

The Building Operations & Maintenance Supervisor is responsible for overseeing all facility operations, preventive maintenance programs, infrastructure reliability, and building systems within a high-security supermax detention environment operated under a government services contract. This position ensures continuous, safe, and compliant operation of critical systems supporting secure detention operations, including HVAC, electrical, plumbing, fire/life safety, security infrastructure, and emergency backup systems.

The Supervisor leads maintenance personnel and subcontractors while coordinating closely with facility leadership, security staff, and government representatives to maintain uninterrupted facility functionality in accordance with federal, state, local, and contractual requirements.

This role requires extensive experience operating and maintaining large-scale detention or correctional facilities with complex infrastructure and strict security protocols.

Essential Duties and Responsibilities

Supervise daily operations and maintenance activities for a high-security detention facility.
Oversee preventive, predictive, and corrective maintenance programs for all building systems.
Ensure continuous operation of critical infrastructure systems including:
HVAC and environmental controls
Electrical distribution systems
Emergency generators and UPS systems
Plumbing and water systems
Fire alarm and suppression systems
Security electronics and controlled access systems
Industrial kitchen and laundry systems
Manage maintenance personnel, skilled trades staff, and subcontractors.
Coordinate facility shutdowns, repairs, and emergency response activities.
Ensure compliance with government contract requirements, detention standards, OSHA regulations, NFPA standards, and applicable building codes.
Maintain documentation of inspections, repairs, preventive maintenance schedules, and regulatory compliance activities.
Conduct routine inspections of facility infrastructure and detention housing units.
Develop and implement maintenance budgets, staffing plans, and operational procedures.
Support emergency preparedness planning and participate in incident response activities.
Coordinate with security personnel to ensure all maintenance activities comply with institutional security procedures.
Review and approve work orders, maintenance reports, and contractor invoices.
Identify operational risks and recommend corrective actions to ensure uninterrupted facility operations.
Ensure proper inventory control and procurement of maintenance supplies, tools, and equipment.
Maintain readiness of all life safety and emergency systems.
Participate in audits, inspections, and government compliance reviews.
Required Qualifications

Minimum of 10 years of progressively responsible experience in building operations, facilities maintenance, or infrastructure management within large detention centers, correctional institutions, supermax facilities, or similarly secure environments.
Minimum of 5 years in a supervisory or management role overseeing maintenance operations and personnel.
Demonstrated experience operating large, complex institutional facilities with 24/7 operations.
Strong working knowledge of:
Mechanical systems
Electrical systems
HVAC systems
Building automation systems
Fire/life safety systems
Security infrastructure
Experience working under government contracts or within federal, state, or local correctional environments strongly preferred.
Knowledge of OSHA regulations, NFPA standards, and facility compliance requirements.
Ability to obtain and maintain required government security clearances and facility access credentials.
Strong leadership, communication, and organizational skills.
Proficiency with computerized maintenance management systems (CMMS).
Ability to respond to emergency situations on a 24/7 on-call basis as required.
Preferred Qualifications

Experience in supermax or maximum-security correctional facilities.
Prior experience supporting Department of Justice (DOJ), Bureau of Prisons (BOP), ICE, or similar government agencies.
Trade certifications or licenses in electrical, HVAC, plumbing, or related disciplines.
Certified Facility Manager (CFM), Facilities Management Professional (FMP), or equivalent certification preferred.
Experience managing union and non-union maintenance personnel.
Military or law enforcement facilities experience is a plus.
Education Requirements

High school diploma or GED required.
Associate’s or Bachelor’s degree in Facilities Management, Engineering, Construction Management, Industrial Technology, or related field preferred.
Equivalent combination of education, technical training, and directly related experience may be considered.
Work Environment

Work is performed in a secure correctional/detention facility environment.
Position requires walking extensive areas of the facility, climbing ladders, entering mechanical spaces, and working around inmates/detainees under controlled conditions.
Must be able to work flexible schedules, including nights, weekends, holidays, and emergency call-outs.
Position may require exposure to mechanical, electrical, and industrial equipment hazards.
Security Requirements

Must successfully pass background investigation, drug screening, and all required government security clearances.
Must comply with all contractor and detention facility security regulations and protocols.
