Position Summary:
The Director, Operations has overall responsibility for the safe, compliant, and productive operation of the Technology and Manufacturing Center. The Director, Operations is responsible for oversight and direction of Manufacturing, Maintenance, and Centrifuge Machine Operations. The position also has matrixed responsibility for oversight and operational direction for physical security, environmental, waste management, state regulatory and NRC license compliance.
The Director, Operations reports to the Senior Vice President, Field Services
Essential Job Functions:
- Establishes the scope of work (including milestones and deliverables), schedule and budget for the Facility Operations, Maintenance, and Manufacturing activities.
- Monitors budget performance and makes regular reports to the Senior VP.
- Manages work and reports upon status periodically as required by management.
- Supports planning and analysis activities.
- Assists in developing responses to business development opportunities, then holds P&L responsibility for committed scopes of work.
- Interacts with other managers to ensure project interfaces are seamless - no overlaps or gaps, including design, engineering, security operations, quality, and regulatory.
- Responsible for staffing, organizing, and managing the reporting groups.
- Responsible for matrixed oversight and operations focused direction of security, fire safety, emergency management, environmental, waste management, regulatory, and information technology.
- Responsible for ensuring organization operates in compliance with codes, regulations, license applications and plans that are applicable.
- Plan and interface with other organizations to provide required cost-effective service support for the core business.
- Responsible for ensuring procedures and training material are developed and maintained.
- Establish expectations for assigned functional managers and personnel.
- Ensure communications are conducted in a clear and effective manner throughout the organization.
- Administers training qualification and certification requirements for assigned personnel.
- Performs routine walk-through inspections of assigned area and ensure appropriate corrective actions are taken for identified deficiencies.
- Develops and implements both long-term and short-term technical and business plans pertaining to site operations.
- Establishes professional standards and expectations for all site personnel and enforces accountability among them.
- Provides technical and administrative guidance to all reporting personnel concerning Export Controlled Information, Unclassified Control Nuclear Information, Classified, and Controlled Unclassified Information.
- Plans and establishes management systems and performance measures to monitor, assess, and implement improvements.
- Reviews, approves, and publishes relevant plans, schedules, and status reports as appropriate.
- Ensures clear and effective avenues for vertical and horizontal communication are available.
- Ensures policies, procedures, and practices are documented and available.
- Ensures individuals under his control understand appropriate site administrative procedures relating to their position and level of responsibility.
- Administers the site and job specific training, qualification, and certification (when required) programs.
- Performs routine walk-through inspections or assigns as required to reporting personnel the responsibility to conduct and documents for correction/resolution of all identified deficiencies during the walk-downs or self-assessment.
- Attends and/or conducts meetings are required.
- Serves on committees as assigned.
- Ensures teamwork at all levels (internally and externally) through the utilization of effective partnership skills.
- Ensures the work force includes and is conducive to the participation of both genders and individuals with diverse ethnic backgrounds.
Decision Making and Impact:
- This position has the authority and broad latitude to develop and direct the implementation of measures to manufacture and test an array of high precision parts and equipment including advanced centrifuges.
- This position has the authority to provide leadership, planning, and direction for activities necessary to conduct business to meet regulatory requirements and to support corporate mission.
- This position has the authority to interpret and provide direction within the site quality procedures and conduct oversight of execution.
- This position has the authority to provide oversight and enforcement of all corporate and local policies and expectations across all Oak Ridge based ACO organizations.
- Incumbent has responsibility and authority to recommend change in employment status, including but not limited to hiring, discipline, promotions, and termination for persons with access to classified information.
- Broad latitude to manage and direct personnel in a manner determined necessary to meet corporate goals and milestones.
- Develops all Operations related budgets and is responsible for spending for resources, materials and expenses, and taking appropriate actions as required.
- Has the authority to propose, develop and/or implement new procedures or revise existing procedures as necessary to fulfill/meet mission objectives within the bounds of the regulator (i.e., NRC or DOE), state and city regulators, and within the bounds of the site NQA-1 based quality assurance program.

Minimum Education:
Bachelor’s degree in engineering or a physical science or equivalent technical experience.
Minimum Experience:
Six to seven years Engineering, Operations, Manufacturing, or Maintenance experience. Minimum of six years of experience in managing organizations, strategic planning, crisis management, budget management, and project execution.
Preferred Education and Experience:
Management experience in a nuclear and/or technical, regulated environment.
Holds an active Q clearance.
